Flow updates can become stuck when the PLC connection pool is invalid

If the StandardPLC4XConnectionPool controller service cannot connect to the BRC server—for example, because its endpoint is configured incorrectly—the controller service enters an invalid state but does not transition to the disabled state. This prevents the flow update from completing.
